High hopes for

Septage Treatment Plan

Byg-WD turns 17

Bayugan Water District is now gearing up for International Organization for Standardization (ISO) certification on Quality Management System. The team is currently striving to secure the latest ISO 9001:2015 QMS to give additional momentum towards the continuous and systematic improvement which has been a constant standing value of Byg-WD on providing quality product and excellent services that always satisfy the needs of its concessionaires and stakeholders.

The need for sanitation services in developing countries is a major environmental and health issue worldwide because by far, the biggest water pollution problem in the country today is untreated domestic sewage. To prevent health issues in leiu to water pollution and water-borne diseases, the Bayugan Water District (Byg-WD) made a step forward by benchmarking some of of country's Water District best practitioner in terms of septage management system.

Byg-WD is set to have a round table meeting with the Sangguniang Panglungsod members to tackle matters in line to this environmental protection program that in the long run will benefit not only its concessionaires but also the environment.

Bayugan Water District celebrates its 17th Founding Anniversary last August 19-21, 2018 with the theme: “Action entails responsibility, inaction begets liability.” The three-day celebration underscored series of activities that was formally kicked-off by a ceremonial releasing of balloons. Indeed, through the years it has been the District's humblest way to give back to its valuable concessionaires and the heart of strong camaraderie, determination, passion and leadership of its employees taking account to provide world class service for the benefit of Bayuganons.

The Bayugan Water District Top Management seated with the Government Council of Bayugan City also called as Sanggunian Panglungsod in relation to the development of the septage and sewerage project in the city last September 25, 2018.

Byg-WD planned to pursue septage project on its own exertions that will cost much pain to the District in terms of funding that can serve only its concessionaires covering over 16 out of 43 barangays.

Bayugan Water District is eyeing for a reserve water supply from the system of Esperanza Water Treatment Facilities for Potable Water Production located at Purok-6, Barangay Hawilian, Municipality of Esperanza that can augment possible water deficiency in some service area. It will be a great help to periodically reduce the water allocation coming from the deepwell of Salvacion Pumping Station and can also sustain continous delivery of water supply to the residents of the City of Bayugan even during harsh and immense episode of water crisis in the future.

National Budget Circular 542


National Budget Circular 542, issued by the Department of Budget and Management on August 29, 2012 reiterates compliance with Section 93 of the General Appropriates Act of FY2012. Section 93 is the Transparency Seal provision, to wit:


Section 93. Transparency Seal. To enhance transparency and enforce accountability, all national government agencies shall maintain a transparency seal on their official websites. The transparency seal shall contain the following information: (i) the agency's mandates and functions, names of its officials with their position and designation, and contact information; (ii) annual reports, as required under National Budget Circular Nos. 507 and 507-A dated January 31, 2007, respectively, for the last three (3) years; (iii) their respective approved budgets and corresponding

targets immediately upon approval of this Act; (iv) major programs and projects categorized in accordance with the five key results areas under E.O No. 43, s. 2011; (v) the program/projects

beneficiaries as identified in the applicable special provisions; (vi) status of implementation and program/project evaluation and/or assessment reports; and (vii) annual procurement plan, contracts awarded and the name of contractors/suppliers/consultants. The responsive heads of the agencies shall be responsible for ensuring compliance with this section.


A Transparency Seal, prominently displayed on the main page of the website of a particular government agency, is a certificate that it has complied with the requirements of Section 93. This seal links to a page within the agency's website which contains an index of downloadable items of each of the above mentioned documents.




A pearl buried inside a tightly-shut shell is practically worthless. Government information is a pearl, meant to be shared with the public in order to maximize its inherent value.

The Transparency Seal, depicted by a pearl shining out of an open shell, is a symbol of a policy shift towards openness in access to government information. On the one hand, it hopes to inspire Filipinos in the civil service to be more to citizen engagement; on the other, to invite the Filipino citizenry to exercise their right to participate in governance.


This initiative is envisioned as a step in the right direction towards solidifying the position of the Philippines as the Pearl of the Orient - a shinning example for democratic virtue in the region.
